The Civil Service Commission of the Woodburn & Aurora Fire District is seeking qualified candidates to perform the duties of part-time chief examiner.

Wage: $75 per hour.  Compensation will be provided under employment contract with the Woodburn and Aurora Fire Districts on a time and materials basis for services provided.

Job Description – Civil Service Chief Examiner – Part Time – The principal function of the civil service chief examiner is the administration the entry level hiring and promotional processes to ensure adherence to the civil service rules of the Woodburn and Aroura Civil Service Commission, Oregon Revised Statues related to employment of firefighters, and state and federal employment laws. The work is performed under the supervision and direction of the Civil Service Commission, but considerable leeway is granted for the exercise of independent judgment and initiative.

The nature of the work performed requires that an employee in this position be well versed in the job duties and essential qualifications of firefighters and company officers and the best practices for testing and selecting candidates that are the most qualified for the position. The position may also require the investigation of candidate challenges and complaints to the hiring and promotional evaluations and scoring to determine the merits of the complaint in an unbiased manner and reporting findings and recommendations to the civil service commission.

The principal duties of this position are administrative in nature and require the ability to establish professional working relationships with the members of the civil service commission and the administrative staff of the fire districts served by the commission.  This position may be required to prepare written reports and oral presentations to the civil service commission, fire district staff, and the fire district board of directors.

Depending upon the fire district needs, the chief examiner may provide oversight only of the hiring and promotional processes to ensure compliance with all applicable rules and laws or the entire administration of the hiring or promotional processes. The administration of the entire process may include all duties from the development of the position announcement through the establishment of an eligibility list.

Employment Compensation- This position is employed on a contract basis by the Woodburn & Aurora Fire Districts with compensation on a time and materials basis for services with payment provided by the fire district that is using the services.  If the services of the chief examiner are being jointly used for a hiring or promotional process, the expenses will be jointly shared by each district.

Minimum Qualifications

  • High School Diploma or GED
  • 4 years of experience as the person in charge of hiring and promotional processes for career firefighters

Preferred Qualifications

  • NPPA Fire Officer IV Certification
  • NFPA Operator of Apparatus Equipped with Fire Pump
  • 5 years of experience as a company officer or chief officer of fire agency staffed with career firefighters large enough to require the presence of a civil service commission.

Knowledge Of

  • Civil service rules of the Woodburn & Aurora Fire Districts
  • State and federal law related to employment practices for civil service employees including but not limited to the proper application of veteran preference points in hiring and promotional practices.
  • Job duties of firefighters, company officers and chief officers of career or combination fire agencies.
  • Best practices for evaluating candidates for hiring and promotion to determine the most qualified candidates using methods that are proven to produce positive outcomes.
  • Methods of scoring candidate performance and tabulating
  • Investigative processes necessary to determine the facts of challenges and complaints to the hiring and promotional practices

Skilled In

  • Communicating effectively with others, both orally and in writing, using both technical and non-technical language.
  • Preparing and presenting accurate and reliable written reports containing findings and recommendations.
  • Operating or quickly learning to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
  • Promoting a culture of teamwork and communication by working in collaboration and treating coworkers with respect and dignity and maintaining an open mind to diverse voices and ideas.
  • The use of technology when needed to produce realistic job related scenarios for evaluation exercises.

This position works mostly in an office setting and outdoor training facilities.  This position may involve regular stress related to the performance of the job.

Supervision Received

Receives direction from the Aurora and Woodburn Civil Service Commission in the oversight and/or administration of hiring and promotional processes.  n.

Supervision Exercised

Exercises supervision of the fire district administrations served by the civil service commission in issues related to the hiring and promotion of applicants for civil service positions.
